Ohio's driver licensing system is outlined by the Ohio Revised Code (ORC). Chapter 4507 states that no person shall operate a motor vehicle on any public road, or any public or private property used by the public, for vehicular travel or parking unless the operator has passed the required tests and obtained a license from the Registrar of Motor Vehicles.
Receiving their state driver licenses and identifications cards by mail in about 10 business days after visiting a Deputy Registrar;
Receiving an Ohio Interim Documentation form for confirmation of driving privileges until the card arrives in the mail; and
Given the option to have a driver license or identification card that is acceptable for federal identification purposes.
Deputy Registrars will continue to be a part of the driver license and identification card issuance process.
Customers will still initiate driver license and identification card transactions by visiting a Deputy Registrar agency, presenting documents (as needed) and be photographed.
Driver licenses and identification cards will continue to be valid for four years and require a new photograph with every renewal.
New federal travel restrictions requiring secure identification go into effect October 2020 and Ohio is getting a jump-start on this process beginning July 2, 2018.
Customers interested in using their state-issued credential for access to federal facilities or services, such as airport security screening by the Transportation Safety Administration (TSA) for boarding commercial airlines, may choose to obtain a compliant card that meets all federal requirements.
Customers choosing this option when obtaining a new or renewed license or identification card will be required to provide documentation proving their name and date of birth (such as a birth certificate or passport), social security number (such as a Social Security card), and two additional documents proving residential address (such as utility bills).
Customers not interested in or not needing to use their state-issued credential for federal identification purposes will have the option of obtaining a standard driver license or identification card without additional document requirements beyond those currently in place.
NOTE: INTERNATIONAL TRAVEL, INCLUDING CANADA AND MEXICO, STILL REQUIRES A PASSPORT.
Compliant
The compliant card has a star in the upper part of the card.
The compliant card can be used to fly or enter federal facilities, including military bases.
You must provide all required identity documents to receive a compliant card.
A compliant card cannot solely be used for international travel. International travel, including Canada and Mexico, still requires a passport.
Standard
A standard card cannot be used to fly, enter federal facilities or military bases without additional documentation approved by the Transportation Security Administration (TSA) or other federal requirements, as needed.
An Ohio standard driver license or identification card needs no additional documentation at time of renewal.
Both cards allow you to prove your identity for tasks like buying alcohol, obtaining social services or registering to vote, with just the driver's license allowing you to lawfully operate a motor vehicle.
NOTE: You will need to provide all required identity documents for a first time issuance of a driver license or identification card, regardless of your choice of a compliant or standard card.

Yes, both the compliant driver license and standard driver license will be valid for all lawful driving purposes.

No. The compliant card and standard card will cost the same. In fact, the new driver license and identification cards being issued after July 2, 2018, will not increase in price, but cost the same as the current driver license and identification card.
The customer's current driver license or ID card will be perforated to visually indicate the license is in the process of receiving the new driver license/ID card. The perforation will be in the top left corner of the card – both for the horizontal and vertical layouts. The customer will leave with the perforated card.

Along with the now-perforated prior driver license/ID card, the customer will receive – at the time of transaction – a piece of paper with all driver license or identification information on it, as well as the customer's picture and signature. This will serve as the customer's temporary driver license/ID card until the new one arrives in the mail about 10 business days later.
The Ohio Interim Documentation form will be issued as a temporary credential for use while a new permanent driver license or identification card is being manufactured and mailed.
You must carry the Ohio Interim Documentation form until you have received your new DL-ID card.
If you have applied for a driver license or temporary instruction permit, this document will allow you to operate a motor vehicle.
The Ohio Interim Documentation form is not valid as a stand–alone document when applying for a CDL or temporary CDL instruction permit.

Effective July 2, 2018, customers will receive their DL-ID cards by mail, from a high security printing environment which reduces the potential for fraud and identity theft. Ohio is the 42nd state to implement a DL-ID mailing process.
Mailing Process:
Your new DL-ID card will be received in the mail about 10 business days after visiting a Deputy Registrar agency.
Your new DL-ID will be mailed in a plain, white envelope. Same as the receipt of a credit card, social security card or passport.
You will receive an Ohio Interim Documentation form until the card arrives in the mail, which will allow you to operate a motor vehicle.
Mailing Options:
Confirm your address before leaving the Deputy Registrar agency.
You may use a mailing address, different from your residential address, where you are confident the DL-ID will be delivered. (NOTE: if a mailing address is not clarified, the DL-ID will be delivered to the residential address on file).
You may also change your mailing address by going to BMV Online Services at www.bmv.ohio.gov.
Undeliverable/Returned Mail:
The BMV will receive any undeliverable/returned DL-ID cards and automatically re-mail the card to the mailing address on file. If the card comes back undeliverable a second time, it will be destroyed and will be the customer's responsibility to correct their address with the BMV and purchase a new card from the Deputy Registrar agency.
If after 28 days you have not received your DL-ID, you may contact the BMV through LIVECHAT www.bmv.ohio.gov or call 1-844-OHIO-BMV (1-844-644-6268) to check the status of your card.

It is at the discretion of the rental car agency to accept or not to accept the Ohio Interim Documentation form in order to rent a car.
Happy Birthday! You can renew 30 days prior to your 21st birthday in order to receive your new DL-ID in time for the actual day. However, your new DL-ID cannot be used to purchase items available to those 21 or older, until your actual 21st birthday.
